How to Add a Simple Responsive Cookie Notice to any Website or Blogger Site

Recently, A user asked how to go about my current simple yet adaptive and responsive cookie notice which notifies website visitors about cookies in compliance to European Union’s cookie law. 
 Incase you haven't heard about this, The European Union’s cookie law requires websites to get user consent to set any cookies on their computers. As a website owner or blogger, your website may be using cookies as well. 
 In this article I will show you how to add a cookie notification bottom popup to your website, blog or page.

The popup will appear only once to each user every year. In order to see the popup again you need to clear your browsing data or open a new private browsing window in Firefox (Incognito window in Google Chrome).
